5％金融營業稅 暫不訂落日條款

金融總會昨公布今年金融建言白皮書，提出9項租稅建議，包含銀行保險本業收入被提高至5％的金融營業稅，隨著財政與金融業獲利改善，應在8年內落日降回2％，且如發生金融不穩定事件時可臨時停止。此外金總也建議財政部，應提高銀行業預估備抵呆帳的費用抵稅比率，並對銀行業銀錢收據免徵印花稅等。

對於調高金融營業稅8年內落日，財政部長張盛和則表示，修法後才實施不久，如果又要明訂8年落日等於又要修法，加上立法院下會期審查預算、會期較短，目前暫不考慮制定落日條款。

為活絡資本市場，金融總會也提出六大建言，將股價類期交稅由現行10萬分之2降為10萬分之1；選擇權契約、期貨選擇權契約等交易稅，由現行千分之1，調整為千分之0.5；以及減免債券ETF證交稅；海外所得排除期貨交易所得；投顧銷售基金營業稅降至2％；維持公司債及金融債免稅等。

財政部官員表示，印花稅已列入未來制定能源稅配套方案，到時會全盤考量檢討，另從地方財政困境來看，印花稅每年多達100億元，如縮減稅基恐對地方稅收又成打擊；而放寬備抵呆帳的抵稅比率，必須兼顧到各產業的統一性，特別對金融業放寬並不適合。
